Proposal to change eligibility from HOA Average System to Points Based System as of the 2012 Shoot Year
The Suggestion
Historically, the Mississippi State Team has been determined using the HOA Average of Mississippi Shooters who met the Minimum Target Requirement and participated in at least 2 Mississippi shoots with 20 or more HOA competitors. In addition, the winner of the HOA State Championship is designated as the State Team Captain as long as they have met the above requirements.
The proposal outlined here is to change our system for selection of the State Team from this Average Based System to a Points Based System which rewards participation and winning at all class levels. The points based system described below encourages shooters to compete both within Mississippi and outside the state to gain more points for the Mississippi State Team and for recognition at the national level, since NSSA also uses a points based system for All-American Team determination.
This proposal is offered to the membership of MSSA for their perusal and discussion. It has no effect on team selection for the current (2011) shooting year which will be based on HOA average as in the past. Any change, such as proposed here, would require a majority vote of the MSSA membership at the annual meeting, typically held during the weekend of the State Championship.
The Proposed Mississippi Points System Awards
Mississippi shooters will be awarded points for shoots reported on the Mississippi Skeet Shooting Association Website for shoots in Mississippi, Zone VI, and neighboring states Alabama and Tennessee from Zone 4. Note that points are weighted more for Mississippi shoots to encourage participation within the state for the State Team!

Open Score Awards
In recognition that Skeet is a game of perfection and heartbreak, often at large shoots perfect scores do not place. The following Score Award points equal to the shooters score in the following events will be awarded for open shooting accomplishment.

HOA Average Point Award
In recognition that Skeet is a game of perfection shooters who maintain High HOA Averages should be acknowledged for their accomplishments. Shooters with HOA Averages greater than or equal to the 11th Ranked HOA Average of Mississippi Shooters meeting the Mississippi Minimum Target Requirements will be awarded 1 point per thousandth.

Shooters who have not met the Mississippi Minimum Target Requirements will not be awarded points nor will their averages be used to determine the top 11 ranking for the HOA Average Point Award.
Minimum Target and Fixture Shoot Participation Requirements Would Remain the Same for Eligibility to State Team.
Mississippi Team Year
The Mississippi Team is determined from the shooting performance of the previous year. For example, the 2011 Team is determined from the 2010 shooting year data.
Mississippi Minimum Target Requirements
12 Gauge 700 targets
20 Gauge 500 targets
28 Gauge 500 targets
410 Bore 500 targets
Doubles 0 – No Requirement
Fixture Shoot Requirements
Shooters must complete the HOA Events, normally the 12, 20, 28 and 410 Bore, in at least 2 Mississippi shoots with 20 or more HOA competitors. These shoots are normally but not limited to:
The Mississippi Skeet Championships
The Rebel Open
The Catfish Open
The Hillbilly Open
The Bois d' arc Open
The Redfish Open
Other shoots that meet the 20 shooter HOA measure will be automatically added to the list for team determination.
Selection of Captain of the State Team
The MSSA State Team Captain will be the Mississippi Skeet Championship HOA Champion for the shooting year. In addition to winning the HOA Championship the captain must complete:

World and National Level Shoot Recognition
The National Skeet Shooting Association manages and promotes the Mini World, Main World, US Open and Masters shoots annually. The US Open and Masters are often shot on a rotational basis and may or may not be in easy travel distance for Mississippi Shooters. If these shoots are attended by Mississippi residents and score/winner reports can be acquired from shoot management they will be counted as an out of state shoot for point award.
